Changes in the organizational structure from a vertical agency to a regional agency, made BALATRANS separated from its original parent agency and became a Technical Implementation Unit (UPT) within the Ministry of Manpower and Transmigration.
- In 2011 - the Regulation of the Minister of Manpower and Transmigration R.I. Number : PER 07/MEN/IV/2011
UPT-P Balatrans consists of 1 Esselon III and 3 Esselon IV consisting of the Head of Sub-Division of Administration, Head of Program and Evaluation Section, Head of Organizing and Cooperation Section.

The Pekanbaru Community Training Center was originally a Technical Implementing Unit in the field of Transmigration Training whose work area covered Sumatra, but turned into a Community Training Center with working areas of Aceh, North Sumatra, Riau, Riau Islands, West Sumatra, Jambi and Bengkulu.
